The Federation Account Allocation Committee (FAAC) has distributed a total of N1.928 trillion to the three tiers of government as Federation Allocation for the month of November 2025, from a gross revenue of N2.343 trillion.

The allocation was approved at the FAAC meeting held in December 2025, chaired by the Honourable Minister of State for Finance, Dr. Doris Uzoka-Anite.

From the distributable amount comprising Gross Statutory Revenue, Value Added Tax (VAT) and Electronic Money Transfer Levy (EMTL), the Federal Government received N747.159 billionStates received N601.731 billion, and Local Government Councils (LGCs) received N445.266 billion. In addition, Oil Producing States received N134.355 billion as 13 per cent derivation revenue.

A total of N84.251 billion was deducted as cost of collection, while N330.625 billion was set aside for Transfers, Interventions and Refunds.

VAT Revenue

The communiqué issued at the end of the meeting revealed that gross VAT revenue for November 2025 stood at N563.042 billion, compared with N719.827 billion in the preceding month, representing a decline of N156.785 billion.

From the VAT proceeds, N22.522 billion was allocated as cost of collection, while N54.682 billion went to Transfers, Interventions and Refunds. The balance of N485.838 billion was shared as follows:

  • Federal Government: N72.876 billion
  • States: N242.919 billion
  • Local Government Councils: N170.043 billion

Statutory Revenue

Gross Statutory Revenue for the month amounted to N1.736 trillion, which was N427.969 billion lower than the N2.164 trillion recorded in the previous month.

From this amount, N59.993 billion was deducted for cost of collection, while N273.925 billion was allocated for Transfers, Interventions and Refunds. The remaining N1.403 trillion was distributed as follows:

  • Federal Government: N668.336 billion
  • States: N338.989 billion
  • Local Government Councils: N261.346 billion
  • Derivation Revenue (13%): N134.355 billion

EMTL Distribution

The sum of N43.400 billion from Electronic Money Transfer Levy (EMTL) was also distributed. From this amount, N1.736 billion was set aside as cost of collection, while N2.018 billion went to Transfers, Refunds and Savings. The balance was shared as follows:

  • Federal Government: N5.947 billion
  • States: N19.823 billion
  • Local Government Councils: N13.876 billion

Revenue Performance

The communiqué noted a moderate increase in Excise Duty, while Petroleum Profit Tax (PPT), Hydrocarbon Tax (HT), Company Income Tax (CIT) on Upstream Activities, CIT/CGT and SDT, Oil and Gas Royalties, Import Duty, CET Levies, VAT, EMTL and Fees recorded significant declines during the month.

Overall, the total distributable revenue for November 2025 was derived from Statutory Revenue of N1.403 trillionVAT of N485.838 billion, and EMTL of N39.646 billion, bringing the total allocation to N1.928 trillion.
